In the City of Port St. Lucie, the Strategic Plan does not sit on a shelf – it is the driving force of the entire City organization, utilized to align our Team around the goals, strategic initiatives and projects most important to residents, the Mayor and City Council. The City of Port St. Lucie is guided by our mission to provide exceptional services that enhance our community's safety, beauty, and quality of life through innovation, engagement, and fiscal responsibility, The Mayor, City Council, and City Team have effectively used strategic planning to center resident needs and plan for our City’s future, advancing our vision to be a leader in finding innovative solutions that put residents first and support opportunities for all people to thrive.
The City Team analyzes resident feedback from the National Community Survey and Citizen Summit and innovation through human-centered design to inform priorities adopted into the Strategic Plan each year. The team then designs solutions through identifying new or updated strategic initiatives and priority projects. Priorities included in the City’s Strategic Plan are also prioritized in the annual budget, which provides the funding for implementation. Progress is evaluated by the Mayor and City Council in a cycle of continuous improvement, as detailed in the City’s Strategic Planning System Roadmap(PDF, 539KB).
Our dedication to putting residents first in strategic planning has earned us national recognition, including the Voice of the People Award for Transformation in Foundation (2019) and Community Engagement (2020) from the National Research Center and the International City & County Management Association.

The first Strategic Plan was created in 2013 through a series of meetings and workshops and its development is led by the City’s Office of Strategic Initiatives & Innovation in the City Manager’s Office. Since then, the city has updated the strategic plan annually and has continued to improve our process and move the City forward.
