Comprehensive Plan

The City of Port St. Lucie Comprehensive Improvement Plan guides future development, maintains quality of life, and provides for economic development. It also regulates land use and provides the basis for zoning regulations. 

Florida law, Chapter 163, Part 2, Florida Statutes (F.S.), requires all counties and municipalities throughout Florida to adopt local government comprehensive plans that guide future growth and development. Counties and municipalities must review their plans every seven years to determine if plan amendments are necessary to reflect changes in state requirements since the last update of the comprehensive plan. The City of Port St. Lucie Comprehensive Plan was updated in 2012 with the adoption of the EAR-based Amendments on September 10, 2012. The EAR-based amendments were found in compliance by the state land planning agency on November 7, 2012. The Plan update process started with the Evaluation and Appraisal Report (EAR)(PDF, 6MB) adopted by the City Council in April 2010.

The Comprehensive Improvement Plan covers ten major topics, each known as an element: Future Land Use, Transportation, Housing, Infrastructure, Conservation and Coastal Management, Intergovernmental Coordination, Recreation and Open Space, Economic Development, Capital Improvements, and Public School Facilities. Only the goals, objectives, and policies are adopted by ordinance.
