Southbend to Prima Vista

The City Council prioritized improvements to the Floresta Drive corridor and directed staff during the 2017 Summer Retreat to model the corridor for both 2-lane and 4-lane roadway sections. This new traffic modeling included the Crosstown Parkway Extension Project's connection to U.S. Highway 1 at Village Green Drive, projecting traffic volumes for 2037.

Results and recommendations were presented to the City Council on October 30, 2017, leading to the unanimous approval of the 2-Lane Conceptual Improvement Roadway Plan for Floresta Drive.

Public Information Workshops held in January and March 2018 saw great attendance. The Master Plans were subsequently revised based on public comments and input. At the May 14, 2018 meeting, the City Council unanimously approved the final version of the Floresta Drive Corridor Master Plan layout and amenities.

Project Funding & Schedule

Thanks to the voters of St. Lucie County and the City of Port St. Lucie, the one-half cent sales tax voter referendum was approved on November 6, 2018. Please visit www.cityofpsl.com/salestax for information on the new tax and the projects it supports. One of the projects included by the City Council on the list of priority projects to be funded by the new sales tax is the design and construction of the Floresta Drive Corridor from Southbend to Prima Vista Boulevard.

The schedule for each phase of the project is currently estimated as follows:

PHASE PROJECT LIMITS DESIGN COMPLETE CONSTRUCTION SCHEDULE
Phase 1 Southbend Blvd. to Elkcam Waterway Spring 2020 Construction started in Fall 2020 and was completed by early 2022.
Phase 2 Elkcam Waterway to Crosstown Parkway Summer 2022 Construction started in Fall 2022 and is anticipated to be completed by early 2025.
Phase 3 Crosstown Parkway to Prima Vista Blvd Summer 2024 Construction is anticipated to start in Spring 2025 and be completed by Fall 2028.

Goals of the Corridor

  • Accommodate projected traffic volumes while minimizing impacts to adjacent properties and neighborhoods
  • Provide improvements to the corridor that facilitate safe and efficient flow of traffic and minimize points of conflict
  • Preserve the residential nature of the corridor
  • Strengthen a sense of neighborhood along the corridor through implementation of a Complete Street Concept
  • Enhance pedestrian and bicycle movements and strengthen their connections to the school
  • Introduce landscaping and lighting schemes that are in harmony with the community
  • Meet Goal 5 of the City of Port St Lucie Strategic plan, “High Quality Infrastructure and Facilities”

Phase 1

Construction for Phase 1 of the Floresta Drive Project began in September 2020. The new roundabout configuration is now in place at Floresta Drive and Thanksgiving Avenue, marking the completion of Phase 1.

Past Events:

  • September 2, 2020: The City of Port St. Lucie hosted a Public Information Construction Open House at the City Community Center.
  • September 14, 2020: The City held a Groundbreaking Ceremony to kick off construction of Phase 1.
  • Design by American Consulting Professionals, LLC, is complete. The City hired Culpepper and Terpening, Inc., for Construction Engineering and Inspection, and Felix Associates of Florida, Inc., served as the contractor.

Phase 2

From sidewalks and road resurfacing to the Floresta Drive oval-about and the beautification of U.S. 1, this video gives us an aerial view of completed projects and those in progress throughout Port St. Lucie, all paid for with funds from the 2018 voter-approved Half-Cent Sales Tax.


Phase 2 construction began on September 2022, and is expected to be completed by early 2025. Felix Associates of Florida, Inc., who also completed Phase 1, was selected as the contractor for this phase.

The contractor completed drainage and roadway activities along Floresta Drive. Additionally, the construction of the bridge over the Elkcam Waterway and the Walters Terrace stormwater treatment pond is finished. A roundabout at Polynesian Avenue and an oval-about near Floresta Elementary School have also been constructed. As a result, parking along Floresta Drive is no longer permitted.

The contractor is currently working on the stormwater retention area at Thornhill Lake and continues landscaping and roadway activities for the project.

Due to higher-than-expected construction costs, the plans for Phases 2 and 3 were divided into two standalone projects.

Phase 3

Construction for Phase 3 is tentatively set to begin in March/April 2025, following the completion of Phase 2. Residents will have the opportunity to learn more about the upcoming construction activities and ask questions. A Floresta Drive Phase 3 Construction Open House will be held on Monday, March 10 at the City of Port St. Lucie Community Center located at 2195 S.E. Airoso Boulevard from 5 p.m. to 7 p.m.

Community Outreach efforts are ongoing as the Project Team is meeting with residents to discuss individual properties and answer questions.
