Floresta Drive Improvement Project

The Floresta Drive project provides an enhanced two-lane roadway featuring landscaping, lighting, sidewalks and bicycle lanes. The City is finalizing completion of the second of three phases and will begin construction on the final phase in March 2025. Once complete, the improvements will extend from Southbend Boulevard to Prima Vista Boulevard – a total of more than four miles.

On Feb. 19, 2025, representatives from the City, St. Lucie Council and community partners gathered at U.S. Submarine Veterans Park at the corner of Floresta Drive and Crosstown Parkway to celebrate the work completed to date and the start of the final phase. 

In November 2018, St. Lucie County voters approved the Half-Cent Sales Tax voter referendum, which provided funding for the Floresta Drive improvements.

  • Phase 1, which went from Southbend Boulevard to the Elkcam Waterway, began construction in 2020 and was completed in 2022.
  • Phase 2, which went from the Elkcam Waterway to Crosstown Parkway, began construction in 2022 and is nearly finalized as of February 2025.
  • Phase 3, which will go from Crosstown Parkway to Prima Vista Boulevard, will begin March 2025 and is expected to be completed in Fall 2028.

Phase 3

Construction for Phase 3 is tentatively set to begin in March 2025 with an estimated completion in Fall 2028. Phase 3 will provide a two-lane roadway featuring landscaping, lighting, sidewalks, and bicycle lanes from Crosstown Parkway to Prima Vista. The phase is approximately 1.3 miles and includes roundabouts at Fallon Drive and Naranja Avenue.

Meetings

Residents have the opportunity to learn more about the upcoming construction activities and ask questions at the Phase 3 Construction Open House on Monday, March 10 at the City of Port St. Lucie Community Center located at 2195 S.E. Airoso Boulevard from 5 p.m. to 7 p.m.

Goals of the Corridor

  • Accommodate projected traffic volumes while minimizing impacts to adjacent properties and neighborhoods
  • Provide improvements to the corridor that facilitate safe and efficient flow of traffic and minimize points of conflict
  • Preserve the residential nature of the corridor
  • Strengthen a sense of neighborhood along the corridor through implementation of a Complete Street Concept
  • Enhance pedestrian and bicycle movements and strengthen their connections to the school
  • Introduce landscaping and lighting schemes that are in harmony with the community
  • Meet Goal 5 of the City of Port St Lucie Strategic plan, “High Quality Infrastructure and Facilities”

History

During the 2017 Summer Retreat, the City Council directed staff to model the Floresta Drive corridor for both 2-lane and 4-lane sections, including the Crosstown Parkway Extension Project's connection to U.S. Highway 1. The modeling projected traffic volumes for 2037.  On October 30, 2017, the City Council unanimously approved the 2-Lane Conceptual Improvement Roadway Plan for Floresta Drive.

Public Information Workshops in January and March 2018 led to revisions based on public feedback. The final version of the Floresta Drive Corridor Master Plan layout and amenities was unanimously approved by the City Council on May 14, 2018.

On September 2, 2020, the City hosted a public information Construction Open House at the Community Center and held a Groundbreaking Ceremony to kick off construction of Phase 1 on September 14, 2020.

American Consulting Professionals, LLC, designed the project. The City hired Culpepper and Terpening, Inc., for Construction Engineering and Inspection, while Felix Associates of Florida, Inc., served as the contractor.
