The City of Port St. Lucie has contracted with WGI for the design and permitting of the following elements of the Hogpen Slough Stormwater Treatment Area (STA) Project. Employees from the City of Port St. Lucie, WGI survey and environmental employees, and a WIRX geotechnical team will be in the area of the existing detention areas over the next few weeks gathering information for design.

This work will include but is not limited to the following:

  • Design Survey Environmental Report
  • Geotechnical Exploration and Evaluation
  • Environmental Reports
  • Preliminary Hydrologic and Hydraulic (H&H) Modeling and Drainage Report including Pollutant Load Reduction Modeline Site Plan of the STA
  • Preliminary Construction Plan Preparation

The City of Port St. Lucie would like to thank the Port St. Lucie City Council for their support and prioritization of this project. The City Council helped make the funding possible and St. Lucie County is matching funds for the design.

Important Dates

Phase I - Preliminary Design

  • Start Date: Late February 2024
  • Completion Date: Fall 2024 (tentative)
  • Note: No construction is proposed for Phase I.

Phase II - Final Design, Permitting & Construction

  • Anticipated Start Date: Fall 2024
  • Design and Permitting Completion Date: Fall 2025 (tentative)
  • Anticipated Construction Start Date: Early 2026
  • Note: Construction will begin following final design and permitting.

What is the purpose of the project?
As outlined in the City of Port St. Lucie Code of Ordinances, Sec. 35.05, the City is seeking proposals from firms to provide design services for construction drawings and permitting of the Hogpen Slough Stormwater Treatment Area (STA) Project.

What do STAs do?
Stormwater Treatment Areas (STAs) are constructed wetlands designed to filter nutrients by promoting plant growth and the formation of peat soil. Their primary function is to remove phosphorus from urban and agricultural runoff before it flows into the North Fork of the St. Lucie River.

Why is this project important?
STAs improve water quality, protect sensitive ecosystems, and help reduce environmental risks to aquatic wildlife.

What is the expected outcome for water quality?
The Hogpen Slough STA will treat runoff from areas like Savanna Preserve State Park, Savannah Club, and Spanish Lakes Golf Village. This nutrient filtration will reduce pollutants discharged into the North Fork of the St. Lucie River, benefiting the entire community.
