START A BUSINESS IN PORT ST. LUCIE

The City has a team of specialists available to answer your questions and send you in the right direction. We can help you avoid costly mistakes relating to permitting, zoning and other issues.

Step 1

Submit forms to Planning & Zoning

The Planning and Zoning Department oversees the review process for land development projects coming into the City and proposed expansions to existing commercial sites.

There are basic components required in all buildings, some of which may vary depending on the use and occupancy proposed.

The Planning and Zoning Department services include:

  • New business applications for zoning compliance.
  • Interior and exterior alterations to a commercial site through a compliance review.
  • Licensure for businesses proposing to serve alcohol.
  • Commercial sign applications for compliance with the sign code.

Review development plans with Public Works

Regulatory Division of the Public Works Department works directly with developers and businesses during the site planning, permitting and inspections of commercial site development. Regulatory staff reviews development plans to ensure they meet the City’s development codes along with other specifications.

Utility Systems Department

The Utility Systems Department Commercial Development group is able to assist the small business operator to establish potable water and wastewater service as well as special situations like grease interceptors for food service establishments.

This group is also responsible for working with large commercial projects through the stages of plan review, permitting and construction observation of the water and sewer improvements.

Step 2

Business Tax Receipt

Business Tax is a division of the Financial Management Department, our services include the following:

  • Issues and collects Business Tax Receipts under Chapter 111 of the City's Code of Ordinance.
  • Ensures through the application and renewal processes that all members of the City’s thriving business community are in compliance with the Florida statutes and have the proper local, state and federal licenses.
  • Assists various departments within the City to ensure business compliance prior to operation.
  • Offers free small business training, one-on-one consultations and resource referrals.

Step 3

Apply, pay and obtain

Before opening your doors, you will need to obtain a City of Port St. Lucie Business Tax Receipt (BTR), formerly known as an occupational license. The Business Tax Receipt is proof of payment of the business tax and is required before a business opens.

The Building Department staff will perform a Business Tax Receipt review for the existing tenant space to determine the suitability of the tenant space to house the new proposed use and occupancy. The review will include evaluation to means of egress, fire protection system, plumbing facilities, ventilation and accessibility.
