Project Description

PSL Blvd South

The PSL Blvd. South project will incorporate “complete street” elements to the roadway, which will enhance mobility for pedestrians, bicyclists, as well as vehicles.

Staff continues to work with the St. Lucie Transportation Planning Organization (TPO) and Florida Department of Transportation (FDOT) to obtain funding and expedite the scheduling for completion of the roadway improvements.

Projects Under Construction:

  • Gatlin Boulevard to Darwin Boulevard
  • Darwin Boulevard to Alcantarra Boulevard (Managed by FDOT)

Motorists are asked to use caution in the construction zone. Lane closures and delays anticipated.

Lane Closure Information:

  • One lane in each direction of SW Port St. Lucie Boulevard between SW Squirrel Avenue and SW Darwin Boulevard will be closed from 8 a.m. to 3 p.m.
  • Closure of existing median openings at SW Yale Street and SW Cairo Avenue.
  • Starting north of SW Aurelia Avenue, one northbound through lane is eliminated leaving one through lane and one dedicated left turn onto westbound Gatlin Boulevard.
  • The speed limit in the construction zone has been reduced to 30 mph.

Segment 1: Becker Road to Paar Drive

Description: Construction of approximately one mile of roadway widening from 2 to 4 lanes along. Project includes adding multi-use paths, landscaped median, irrigation, signalized intersections, roadway lighting, curb and gutter, underground drainage, bridge replacement, and relocation of water and sewer lines.

Design started in May 2020 and is expected to be completed in 2024. Construction is unfunded in the FDOT 5-Year Work Program; however, staff has tentatively allocated $15-20M in the City's draft CIP for FY 2025/26. Please note this tentative allocation is not supported by current revenue projections. City staff is coordinating with FDOT and the TPO to explore funding opportunities for construction. Construction is estimated to begin October 2026 and end October 2028. Assuming a funding source is identified, construction could begin in October 2026 and would last approximately 2 years.

Segment 2.1: Alcantarra Blvd. to Darwin Blvd.

Description: Construction of approximately 0.7 mile of roadway widening from 2 to 4 lanes. Project includes adding multi-use paths, landscaped median, irrigation, signalized intersections, roadway lighting, curb and gutter, underground drainage, and relocation of water and sewer lines.

Design plans are complete. Construction funding ($13.5M) was fully allocated in the FDOT 5-Year Work Program and construction started in January 2022. Construction is expected to last approximately two years with completion expected in Winter 2023.

This project is being managed by the Florida Department of Transportation (FDOT).

Lane Closures:

  • One lane in each direction of SW Port St. Lucie Boulevard between SW Squirrel Avenue and SW Alexandria Avenue will be intermittently closed from 8 a.m. to 3 p.m. for water main work. Flagging operations will be in place to direct traffic.
  • Intermittent lane closures on Trouville Avenue from PSL Boulevard to Voyager Street will be closed for watermain work from 9 a.m. to 3 p.m. with flagging operations in place for local traffic.

Segment 2.2: Paar Drive to Alcantarra Blvd.

Description: Construction of approximately one mile of roadway widening from 2 to 4 lanes. Project includes adding multi-use paths, landscaped median, irrigation, signalized intersections, roadway lighting, curb and gutter, underground drainage, and relocation of water and sewer lines.

Design plans will be completed March 2021. Construction funding ($16.4M) is fully allocated in the FDOT 5-Year Work Program in FY 2024/25. The City is responsible for, and has budgeted, a local match of $4.8M for a County Incentive Grant Program (CIGP). The City's contribution is allocated from the General Fund. Construction is scheduled to begin October 2024 and last approximately two years.

Segment 3: Darwin Blvd. to Gatlin Blvd.

Description: Reconstruction of approximately 0.7 miles of 4-lane roadway. The existing project includes adding an additional northbound left-turn lane at Gatlin, additional southbound left turn lane at Darwin, conversion of the open swale drainage system to a closed underground system with curb and gutter, and construction of multi-use paths, landscaped medians, irrigation, signalized intersections, roadway lighting, and relocation of water and sewer lines.

Design for the project is complete. Construction started in December 2021 and is estimated to be complete Winter 2023 per FDOT's currently approved schedule. The City has budgeted $8,000,000 for construction, which includes $4,600,000 from a Transportation Regional Incentive Program (TRIP) Grant.

  • SW Cairo Avenue and SW Castaneda Lane will be closed at PSL Boulevard
  • Closure of existing median openings at SW Yale Street and SW Cairo Avenue
  • Starting north of SW Aurelia Avenue, one northbound through lane is eliminated leaving one through lane and one dedicated left turn onto westbound Gatlin Boulevard
  • The speed limit in the construction zone has been reduced to 30 mph
  • Nighttime closures on Port St. Lucie Boulevard from Darwin Boulevard to Gatlin Boulevard from 9 p.m. to 5 a.m. for watermain work

We ask motorists to please be patient, use caution while driving and utilize alternate routes if possible. Detours and necessary signage will be in place.
