Apply for planning and zoning permits using the City's online Development Application Review portal (fusion.cityofpsl.com).

Pre-Application Meetings

Minor & Major Site Plan Review Process

Step 1: Application Submission

  1. Follow the instructions for submitting a site plan application package.
  2. Use the Development Application Submittal Schedule(PDF, 266KB) to confirm submittal deadlines.
  3. Complete the site plan application and upload all necessary documents to the Online Development Review System.
  4. You will receive an email confirming that Planning & Zoning has received your application.

Step 2: Initial Review and Meeting

  1. Receive comments and an agenda from the reviewing department before your scheduled Site Plan Review Committee (SPRC) meeting.
  2. Attend the SPRC meeting and discuss comments with staff.
  3. Resubmit the required documents in response to staff comments for further review.

Step 3: Approval Process

  1. Once all comments have been addressed, staff will provide the applicant with a letter stating the SPRC’s approval.
  2. A major site plan will proceed to the City Council for action.
  3. The applicant can submit detailed plans for review while the site plan is in the process of approval or already approved. Detailed plans include:
    • Drainage construction plans (including Stormwater Pollution Prevention Plan [SPPS])
    • Paving and road construction plans
    • Utility construction plans (including water and sewer)
    • Cleaning plan
    • Grading and excavation plan
    • Landscape and irrigation plan
    • Lighting plan

Step 4: Compliance Review

  1. Once all plans have been approved, the applicant can submit the compliance review form with the approved site plan, all approved detailed plans mentioned above, and construction plans to the Planning & Zoning Department.
  2. The compliance review form requires approvals from the Planning & Zoning Department, Utility Systems Department, and Public Works Department before the Building Department will accept a permit application.

Step 5: Building Permit Application

  1. The general contractor can apply for building permits after the site plan and compliance forms are approved by the appropriate reviewing departments.

Compliance Reviews for Permit Applications

Sec. 158.242. - Compliance With Approved Site Plan Before Permits are Issued
“No development permit for construction shall be issued until and unless the proposed construction is found to be in full compliance with an approved site plan. No certificate of occupancy shall be issued until and unless the Zoning Administrator and City Engineer have inspected the site for full compliance with the approved site plan and have determined in writing to the City Building Official that all requirements, conditions, and specifications contained in the approved plan have been met.”

Step 1

Log into the Development Application Review portal (fusion.cityofpsl.com) and submit a Compliance Review Application. Attach the following items in PDF format for each application type:

  • Interior Improvement: Copy of approved site plan and building plans. The Utility Systems Department may require a Commercial Tenant Utility Service Application Form(PDF, 169KB) and a Grease Management Plan(PDF, 2MB).
  • New Building: Copy of the approved site plan; paving, grading and drainage plans; landscape plan, clearing mass grading, Storm Water Pollution Protection Plan and a set of building plans.
  • Other: Copy of the approved site plan and copy of all appropriate construction plans for the work being proposed.

Step 2

The following departments will review the application:

Once the Compliance Review is completed, the applicant will receive an email indicating there is an update in the Development Application Review portal (fusion.cityofpsl.com).
